FED:US teaches Australia to stop spending
SYDNEY, Aug 1 AAP - Australia must learn lessons from the United States debt crisis
and rein in spending, the federal opposition says.
US congressional leaders reached an agreement on Monday morning (AEST) to raise the
debt limit on borrowing, narrowly avoiding an August 2 deadline that could have led to
an unprecedented national debt default.
"There's a salient lesson here for governments right around the world and particularly
the Australian government," shadow treasurer Joe Hockey told reporters in Sydney.
"Don't keep spending too much money. Don't accrue that debt. You don't have to get
to a position like the United States to realise government debt is an ongoing sore that
is going to come back and bite governments that waste too much money."
Mr Hockey said a weaker US dollar would now have "huge" implications for Australian
exporters and manufacturers competing in overseas markets.
The Reserve Bank should not increase interest rates on Tuesday, he added.
"But if they do it will be (Prime Minister) Julia Gillard and (Treasurer) Wayne Swan's
interest rate increase because they've done nothing to address core underlying inflation
pressures," Mr Hockey said.
Acting Opposition Leader Julie Bishop said the message from the US was for Ms Gillard
to stop wasteful spending.

The mother of missing Queensland boy DECLAN CROUCH says she's convinced her son is
still alive .. even though he didn't contact his family today .. his 14th birthday.
RUTH CROUCH has again issued an appeal to her son .. or anyone who might be helping
him .. to contact her.
DECLAN's been missing for almost a month .. he was last seen on March 9 near his Machans
Beach home .. north of Cairns.
Assistant Commissioner KATARINA CARROLL says police are seriously concerned for DECLAN's
safety .. and that despite 150 calls to Crime Stoppers about the case .. they're no closer
to finding him.
Queensland Premier ANNA BLIGH today asked fellow MPs to remember DECLAN .. saying more
specialist police have been sent to Cairns to help in the hunt.

BRISBANE, Aug 7 AAP - Opposition Leader Tony Abbott has told Nauru's President Marcus
Stephen that Australia could use a more "guided democracy".
Mr Abbott was overheard making the comment when a pack of media photographers disrupted
their meeting in Brisbane on Saturday afternoon. "Sometimes I think we need a
guided democracy," Mr Abbott joked as they wrapped up discussions, noting that the media
in some other countries were "much less disruptive than they are here".
Mr Abbott used the meeting to discuss the coalition's plan to reopen an asylum-seeker
processing centre in Nauru, which was set up by the Howard government as part of its Pacific
Solution.
After the meeting Mr Abbott told reporters Nauru was "ready, willing and able" to reopen
the centre that was shut down shortly after Labor took power in 2007.
"It was absolutely crystal clear from the discussions that we had ... that Nauru is
ready, willing and able to reopen that processing centre at short notice," he said, noting
the opposition's immigration spokesman Scott Morrison would travel to the Pacific island
nation on Sunday to inspect the facilities.
Labor's concern that Nauru is not a signatory to the United Nation's convention for
refugees is a "furphy", he said.
"The fact that Nauru had not signed the UN convention didn't stop UN involvement in
the running of the processing centre."
The issue of asylum seekers has been a hot election topic, with the coalition also
promising to reintroduce temporary protection visas and "turn the boats around".
While Prime Minister Julia Gillard has opted for a regional processing centre, preferably
in East Timor.
Mr Abbott questioned why the prime minister chose not to take advantage of President
Stephen's visit to Brisbane to discuss her policy idea.
"While Julia Gillard has been meeting with Kevin Rudd to talk about Labor's problems,
I've been meeting with the president of Nauru to address the issues facing our country."
Earlier on Saturday Mr Abbott visited the party's most marginal seat - McEwen - which
bore the brunt of Victoria's Black Saturday bushfires.
After meeting with volunteer firefighters in Kinglake West, one of the communities
hardest hit by the firestorm, Mr Abbott promised $10 million for early bush fire detection
warning systems.
The opposition leader will remain in Brisbane, ahead of the coalition's official campaign
launch on Sunday.

A Victorian motorcyclist .. who told police he was doing almost 140 kilometres in an
80-kilometre zone because he was angry .. has had his bike impounded.
The rider was intercepted on the Melba Highway at Yarra Glen about 10.25pm (AEDT) yesterday.
Police have suspended the man's licence for 12 months and will also fine him .. they've
impounded his motorcycle for 48 hours.

NSW: Twin sisters attack police station
SYDNEY, Aug 17 AAP - Twin teenage sisters smashed a window of Campbelltown Police Station
and assaulted an officer after their friend was arrested on Sunday, police say.
The twins, aged 17, attacked the station following the arrest of a 20-year-old man
charged over threatening an 18-year-old man with a screwdriver and stealing his mobile
phone, police said in a statement.
The teenager was not harmed in the midday robbery at the intersection of Merino Crescent
and Lackoke Place in Airds.
The 20-year-old was arrested at a home in Leumeah and has been charged with armed robbery
to appear at Campbelltown Local Court on Monday.
A 17-year-old was also arrested but released without charge.
The sisters will both appear at Campbelltown Children's Court on September 14.
One has been charged with malicious damage and resisting arrest, while the other has
been charged with assaulting police.

during the last week of January.
Health authorities recorded a 62 per cent jump in deaths between January 26 and February
1 .. with 980 deaths occurring.
The figure is 374 above the average of 606 for the same week over the past five years.
A government report shows the heatwave may have been more deadly than Black Saturday
.. in a horror week when power blackouts exacerbated the problem.

Fed: Federal treasurer won't speculate on interest rate rise
CANBERRA, April 3 AAP - Federal Treasurer Peter Costello says he won't speculate on
the likelihood of another interest rate rise ahead of the today's meeting of the board
of the Reserve Bank of Australia.
Increased consumer spending and improvement in the housing market has fuelled speculation
that the RBA will lift interest rates for the fifth time since the 2004 federal election.
Mr Costello says he won't speculate on future movements but it is important to keep
inflation low.
"If we keep inflation low we keep interest rates low and the importance of keeping
inflation low is to make sure that economic growth continues," Mr Costello told the Nine
Network.
"We've had a very very strong run of economic growth the longest ever, ever recorded
by Australia and the task is to make sure that we keep growing and we stay out of recession
because that's how we save people's jobs."
"I'm not forecasting any movement in interest rates one way or another... this is an
independent matter done by a bank board which I have appointed which is independent. I
don't comment on future movements I don't even speculate about them," he said.

Feds target longtime associate of Cook's; Warrants show they are looking at Gerald Durand, who did business with him for years.(BUSINESS)

It appears that the investigation into Trevor Cook's $194 million international Ponzi scheme is far from over.
A half-dozen federal search warrants unsealed Wednesday in St. Paul reveal that one of Cook's longtime associates has agreed to plead guilty in the case and is working with federal agents zeroing in on Gerald Durand, a Faribault entrepreneur.
Durand was deeply involved in the decisionmaking at Cook's enterprise, court records indicate. The two had done business together since the 1990s, starting out in coins. In February 2008, Durand traveled to Switzerland to investigate a report that Crown Forex SA, which was handling Cook's currency trades, was teetering on the edge of bankruptcy and had just $1 million left in its accounts.
Durand abruptly vacated the offices where he and Cook worked in the Van Dusen mansion in Minneapolis in June 2008. Cook pleaded guilty in August and is serving a 25-year sentence in the fraud.
A sworn statement filed Monday by FBI special agent Eileen Rice identifies the associate who is working with authorities as "Cooperating Defendant #1" or "CD#1." It says the associate told law enforcement that Cook agreed to pay Durand $5,000 to $15,000 a month if he would not tell investors about the fraud and if he would not try to poach any of Cook's investors. Payments continued through June 2009.
Durand could not be reached for comment, but he has denied wrongdoing in earlier interviews.
Rice wrote that she's seen evidence that Durand has tried to conceal his assets or involvement with different companies. He transferred ownership of his home into his wife's name during a bankruptcy proceeding, admitting that he was trying to protect it from creditors, she said. He uses a bank account in her name as well.
Bank records cited in the affidavit indicate that Durand may have significantly underreported his income from Cook's currency program.
Investigators searched his house, bank deposit box, person, an office and storage locker. They hauled off volumes of business records, computer equipment, storage media, tax records, books relating to investing in gold and Latin America, as well as boxes of "tax avoidance books."
Rice indicates that Durand has gone back into the investment marketing business. An unidentified radio employee reported meeting with Durand to discuss the purchase of radio and Web advertising for a new venture called Financial Fortitude, which is helping to market an Eden Prairie start-up called Vincent Capital Group.
On April 2, an undercover agent attended a seminar put on by Vincent Capital. Rice noted that Durand was seated at the back of the room with another former Cook associate, whom she did not name. At the currency investment seminar, prospects received a brochure with the business cards of Dale L. Francis, 41, of New Prague and Ryan Litfin, 29, of Excelsior, attached.
Francis is a former business associate of Durand's. They've had several civil judgments levied against them in the past. He could not be reached for comment.
Litfin said he's the sole owner of Vincent Capital, which hasn't done any deals yet. He denied any wrongdoing. Durand, he said, has "no role whatsoever" in running the company, but acknowledged that he's done some marketing consulting for the firm.
Litfin said he was shocked when federal agents came to interview him about the seminar.
Eric Phinney, 34, of Monticello, owns Financial Fortitude. He described it strictly as a marketing company and said it's got about $10 in the bank. Phinney said although he's the sole owner, he has discussed a partnership with Francis.

Durand, 60, and Cook, 38, go back to at least the late 1990s. Durand had been a supervisor at a Bloomington coin dealership called Investment Rarities Inc., and Cook was a salesman there. Durand eventually broke away in 1999 and started International Strategic Assets Inc., a publicly traded Internet marketing company, and Cook went to work for one of its subsidiaries selling collectible coins.
Investment Rarities sued Durand, Cook and a number of other related parties in 2000, alleging that they stole their valuable marketing lists. The suit quickly settled for a nominal sum after Durand resigned as CEO of International Strategic Assets and the firm went out of business.
But according to Rice's statement, Durand wasn't done with his former coin customers. Rice said that Durand "used leads from his employment in the precious metals industry" where he and Cook had worked to solicit and secure investors for Cook's currency investment scheme.
Durand told a broker whom he trained to pitch the currency investments that "the lists of potential investors to cold call were made up of people who had purchased gold or expressed an interest in gold sales," Rice wrote in a statement used to obtain the search warrants.
She indicates that the scheme went back as far as 2004, when Cook and Durand met with CD#1 and claimed they were making returns of 15 to 16 percent, and paying investors 12 percent returns.
Rice's statement draws from a number of unidentified sources who worked alongside Cook and Durand, including CD#1.
Rice said that the cooperating defendant invested $1 million in the program in May 2006, telling Cook to leverage the money to make up to 60 percent returns. CD#1 then joined Durand and Cook as one of the company's leaders and helped secure investors, she said.
Rice said that Cook paid this person $30,000 a month through August 2008, long after CD#1 had realized that the $1 million investment had been lost or spent. In March 2008, CD#1 transferred $400,000 from one of the Cook business entities to Durand for him to invest in "the purported production of a movie."

4SC Announces Exclusive License Agreement for Japan with Yakult Honsha for the Oral HDAC Inhibitor Resminostat.
